This includes small, woman-owned, veteran-owned, service-disabled veteran-owned, minority-owned, those located in historically underutilized business (HUB) zones, and others.

Definitions

Small Business Enterprise (SBE)
In order to be considered a small business as determined by the Small Business Administration, businesses must meet these eligibility requirements:

  • Meets the Small Business Administration’s size standards
  • Qualifying individual of the firm applying must be a U.S. citizen
  • 51% ownership of the firm is unconditional and direct
  • Must be a for-profit entity
  • The firm must have a place of business in the U.S. and operate primarily within the United States

Women-Owned Business Enterprise (WBE)
A company 51% owned and controlled by one or more women who are U.S. citizens or Legal Resident Aliens; whose business formation and principal place of business are in the U.S. or its territories, and whose management and daily operation is controlled by one or more of the women owners

Minority-Owned Business Enterprise (MBE)
A for-profit enterprise, physically located in the U.S., or its territories, which is owned, operated and controlled by minority group members. This is defined as U.S. citizens who are African American, Hispanic-American, Native American, Asian-Pacific American. Ownership by minority individuals means the business is at least 51% owned by such individuals or, in the case of a publicly owned business, at least 51% of the stock is owned by one or more such individual. Further, the management and daily operations are controlled by those minority group members. The contracting utility shall presume that minority includes, but is not limited to, African Americans, Hispanic Americans, Native Americans, Asian Pacific Americans, and other groups.

Veteran-Owned Business (VOBA)
A firm 51% owned by one or more veterans; or, if a publicly owned business, at least 51% of the stock is owned by one or more veterans. Also, one or more veterans control management and daily business operations of the firm.

Service-Disabled Veteran-Owned Enterprise (SDVE)
Business owned by a veteran with a service-related disability as defined by the Department of Veteran’s Affairs.

HUBZone Small Business
A small business concern that has been certified by the Small Business Association as a HUBZone and is located in a historically underutilized business zone, which is in an area located within one or more qualified census tracts, qualified non-metropolitan counties, or lands within the external boundaries of an Indian reservations.
